Are World Bank shareholders ‘breadcrumbing’ African countries?

The upcoming 21st replenishment (IDA21) of the World Bank’s International Development Association (IDA), set for December 2024, has drawn significant attention. IDA offers favorable terms but is only accessible to countries with per capita incomes below $1,315. World Bank President Ajay Banga has urged donors to contribute $28-30 billion, which could be leveraged to raise up to $100 billion in capital markets. African leaders are calling for the total amount to reach $120 billion. In comparison, $23.5 billion was pledged during IDA20 in 2021, with a record $26 billion in 2012. So far, Denmark is the only donor to pre-announce its contribution, pledging $492 million, a 40% increase over its 2021 contribution.
