The levy is for obtaining the Electronic Cargo Tracking Note (ECTN) certificate. Importers and exporters must directly pay this fee, and it does not apply to non-South Sudanese. The Authority stated that clearing agents should not use their funds to cover the levy, and it is the responsibility of the importer or exporter.
